What was fixed

Blocked ZD dial-out from user/ticket when agent is in an non-dialable state, to prevent outbound calls from within Zendesk when the agent hasn't closed a previous contact, or previous contact is in an error state, such as missed call, etc.

What has improved

Added configuration option (via the custom attribute all_outbound) to create a new user and a ticket on an outbound call to an unrecognised number.
By default if an outbound number is unrecognised the app will not create a new user and a ticket for that call. This new attribute (when explicitly set to true in the outbound whisper flow) can override that behaviour and automatically create a new user and a ticket.
